From the outside, a data center looks like a modern warehouse; inside, it houses thousands of powerful computers called servers that store and process almost everything we do online.

Energy & Utility Bills
The Concern
Will the data center cause energy bills to increase for local residents?
The Clarity
No — and in Kentucky this is guaranteed by regulation, not just by promise.
In 2025, EKPC adopted a police requiring new data centers to fund their own transmission, generation, and related infrastructure.
- Deca supports this approach: the project pays its own costs and does not compete with local residents for power.
- A larger customer base can help lower costs by spreading fixed transmission expenses across more users.
- EKPC has described this directly, saying: "Recognizing the potential for data center projects to impact other members, Farmers RECC and EKPC have developed a Data Center Power tariff (also known as a rate schedule) specifically for large data centers that wish to locate in electric cooperative service territories. A key principle of this tariff is protecting other members from bearing the costs or risks involved in serving a data center. Data centers must pay their own way."
Water
The Concern
Will the data center consume unsustainable amounts of water or strain local water systems?
The Clarity
This project uses closed-loop cooling — the system is filled once and reuses the same water, so it does not keep drawing from the local supply.
- Ongoing demand is limited to bathrooms and kitchenettes: total daily use for the entire project is comparable to 7–10 homes (a typical house uses about 150,000 gallons per year).
- We will not use groundwater.
- Design and permitting are built around Carroll County's water resources, with usage disclosed and monitored.
- Deca is only developing with a closed loop system.
Noise

The Clarity
Without on-site generation, data centers are quiet buildings. Setbacks, landscaped buffers, and careful site placement keep sound away from roads and homes.

Will the data center create heavy traffic?

Data centers are among the lowest-traffic large facilities.
- Data centers generate less traffic than similarily sized offices or warehouses.
- Deliveries are occasional, not continuous.
- Construction traffic is temporary.
- Deca will fund required traffic studies and road improvements.
